Mahama announces ₵3.5bn education reform and infrastructure plan

President John Dramani Mahama has announced a major education reform programme valued at about ₵3.5 billion aimed at improving infrastructure and raising the quality of basic and secondary education across Ghana.

Speaking at Sawla E/A Primary School in the Savannah Region, the President said the investment, supported by the World Bank, will include upgrading 30 Category C senior high schools to Category B and 30 Category B schools to Category A.

“We are going to invest in 30 secondary schools that are considered Category C, to move them from Category C to Category B. And then we are going to invest in 30 Category B senior high schools, to move them from Category B to Category A,” he stated.

He explained that the reforms are meant to address long-standing perceptions about school quality.

“With this, the annual ritual where people don't want to be posted to some schools because they think they are Category C schools where they won’t get quality education will be a thing of the past,” he said.

President Mahama also reaffirmed plans to end the double-track system by 2027 through expanded school infrastructure, including dormitories, lecture halls and dining halls.

“By the end of 2027, no senior high school will be doing double track. We are reverting to the old system so that everybody will go to school at the same time,” he added.

He further disclosed a shift toward strengthening Technical and Vocational Education and Training (TVET), alongside expanded STEM education, with over 5,000 schools already benefiting from STEM equipment distribution and a new curriculum introducing AI and robotics in development.
