The Minister of Health, Kwabena Mintah Akandoh, has revealed that the Akufo-Addo administration spent GHC 4.8 billion on the Agenda 111 hospital project, adding that not a single facility was operational.
Speaking at the Public Accountability Series on Monday, April 13 2026, he emphasised that if the GHC 4.8 billion had been properly planned, it could have completed around 20 facilities and enabled the rollout of the next set.
"He told all of us that the Agenda 111 will be completed before he leaves office let me even grant him the longer period that he gave that he will complete all the 111 hospitals before he leaves office.
"And by the time he left office he had expended GHC 4.8 billion on Agenda 111 and not a single one of them was in operation, even if they had planned the GHC 4.8 billion could have completed about 20 and roll out the next one," he said.
He added that President Mahama has instructed that no projects inherited from the previous government should be left unfinished, and said they will continue with all Agenda 111 projects to completion.
Hon. Mintah Akandoh also stated that the 2026 budget indicates that the government will complete about 10 projects and more, suggesting it intends to plan properly to determine where it needs to intervene, and to work with other partners to ensure every cedi invested in the projects is put to good use, unlike the previous government.
"But let me tell you the good news his excellency the president has instructed that no projects that he has inherited should be left to rot, should be left unattended to so we will continue Agenda 111 and we'll finish Agenda 111, we will put every pesewa we will use on this project to good use," he uttered.
