Tema Oil Refinery and GOIL are exploring expanded collaboration to strengthen petroleum supply, market resilience and energy security in Ghana.

Management of Tema Oil Refinery (TOR) and Ghana Oil Company Limited (GOIL) held strategic talks on September 2, 2026, to explore new avenues for collaboration in the supply and offtake of petroleum products from the refinery.

The meeting builds on an established business relationship between the two companies and comes as TOR pushes forward with efforts to restart and scale up production.

TOR Managing Director Edmond Kombat briefed GOIL's Managing Director and his team on progress made in ramping up refinery operations, pointing to the swift and smooth execution of the restart and supply process as evidence of tightened operational discipline at the plant.

As one of TOR's key offtake partners, GOIL's continued involvement is central to the refinery's plan to increase petroleum product supply to the Ghanaian market. Both sides used the engagement to identify further areas of cooperation as TOR advances its Resetting, Transformation and Optimisation agenda.

Kombat's briefing centred on what officials described as renewed operational discipline at the refinery, underscored by the smooth rollout of the restart and supply process. The talks focused on enhancing supply security, strengthening market resilience, supporting price stability at the pump, and building a more efficient downstream petroleum sector.

TOR has been working to rebuild its refining capacity and restore its role as a dependable domestic fuel producer. Partnerships with established distributors like GOIL are viewed as essential to that effort, helping ensure steady product flow to Ghanaian consumers while reinforcing the country's broader energy security goals. TOR describes itself as Ghana's premier refinery, with ambitions to serve markets beyond the country's borders.
